What the Alliance does
The Alliance is a neutral broker. It convenes the actors a rail needs, builds open shared components, stewards the standards, and — crucially — hands the infrastructure off to a durable public steward once it can stand alone. It takes no equity, demands no exclusivity, and cannot convert participation into control.

The openness guarantee
A rail only enters the pipeline if it clears every gate — open standards, open access, no capture, data rights, exit rights, public governance — and stays open after hand-off. This is the promise that makes powerful players safe to invite.
